You can''t deconstruct them. If you don''t want to keep them you can build a trashcan in your base and drop them there - they''ll disappear after awhile.
They seem to disappear after a while due to glitches and most of the time they vanish when an update comes out.
You can only get rid of them, not reclaim anything from them. To get rid of them on Experimental: Put them into a trash can (not a biological trash can, just regular).
You can dispose of the lockers via the Trashcan, but there is no way to recover the Titanium used to make them.
The Locker is freestanding, while the Wall Locker must be attached to a surface like a wall, and in a few cases, certain positions on interior pieces like the Nuclear Reactor or Vehicle Upgrade Console.
The Waterproof Locker can only be placed in the water and cannot be placed in a Seabase. When dropped, it floats in the water similarly to the Beacon and can store up to sixteen items in a 4×4 space.
